About Representation and Agent of the Government of the Republic of Lithuania before the ECHRRepresentation The office of the Agent of the Government of the Republic of Lithuania to the European Court of Human Rights (hereinafter – the Agent) was established by the decision of the Government of the Republic of Lithuania of 3 July 1995 no. 929 confirming the regulations of the Agent of the Government of the Republic of Lithuania to the European Court of Human Rights (Official Gazette, 1995, no. 56-1413; 2002, no. 123-5569; 2008, no. 110-4195), after the Convention on Protection of Human Rights and Fundamental Freedoms came into force in respect of the Republic of Lithuania on 20 June 1995. The Agent is a State official representing the State in the proceedings before the European Court of Human Rights. The Agent is appointed and discharged by the Government of the Republic of Lithuania under a joint offer of the Minister of Justice and the Minister of Foreign Affairs.
The organizational and technical service to the Agent is provided by the Ministry of Justice. The Agent in exercising his or her rights and obligations is assisted by the Ministry division of the representation at the European Court of Human Rights established especially for this purpose. On 25 September 1995 Mr. Gintaras Švedas had been appointed as the first Agent of the Government of the Republic of Lithuania to the European Commission of the Human Rights and the European Court of Human Rights. On 1 January 2003 Mrs. Danutė Jočienė had been appointed as the Agent of the Government of the Republic of Lithuania to the European Court of Human Rigts. On 12 November 2004 Mr. Paulius Koverovas was temporary appointed as the Agent of the Government of the Republic of Lithuania to the European Court of Human Rights. Since 1 February 2005 Mrs. Elvyra Baltutytė was appointed as the Agent of the Government of the Republic of Lithuania to the European Court of Human Rights. |
