Born on 8 September 1953 in Kaunas, into a family of science teachers. His mother was an associate professor and his father was a professor at Kaunas Polytechnic Institute (currently – Kaunas University of Technology).
In 1971 graduated from Kaunas ančiai High School.
In 1976 graduated from Kaunas Polytechnic Institute, Faculty of Chemical Technology.
In 1990 graduated from a postgraduate programme in philosophy in Prague and defended his doctor’s thesis.
In 2002 graduated from Vilnius University and was awarded a Master’s degree in Law.
Qualification: Engineer – chemist – technologist, philosopher, lawyer.
1976-1990 (until the restoration of independence) was engaged in scientific academic work and party activities.
1990-1992 – head of the parliamentary activity group of of the Lithuanian Democratic Labour Party Secretariat and an adviser of the Lithuanian Democratic Labour Party Secretariat Parliamentary Group of the Supreme Council – the Reconstituted Seimas.
1992-1997 – member of the Seimas of the Republic of Lithuania; worked as Deputy Chairman of the Seimas. Was head of the working group formed by the President of the Republic of Lithuania to prepare the ratification of the European Convention on Human Rights and Fundamental Freedoms as well as of the State Administration and Local Government Reform Commission.
1997-1998 – adviser to President of the Republic of Lithuania Algirdas Brazauskas on political affairs.
1998-2000 – member of the Seimas of the Republic of Lithuania.
2000-2004 – member of the Seimas of the Republic of Lithuania. Worked on the committees of Foreign Affairs, European Affairs and Legal Affairs, was Chairman of the Constitutional Commission of the Seimas.
2001-2003 – Minister of the Interior of the Government led by Prime Minister Algirdas Brazauskas.
Awarded the Cross of Officer of the Order of Vytautas the Great by President Valdas Adamkus.
2004-2006 – adviser to Prime Minister Algirdas Brazauskas on internal affairs, later – chief adviser to Prime Minister Gediminas Kirkilas.
2006-2012 – Ambassador Extraordinary and Plenipotentiary of the Republic of Lithuania to the Republic of Estonia.
From 1990 – member of the Lithuanian Social Democratic Party, Vice-Chairman of the Lithuanian Social Democratic Party.
Since 2012 – member of the Seimas of the Republic of Lithuania, elected by the list of the Lithuanian Social Democratic Party, member of the Committee on Legal Affairs.
Since 13 December 2012 – Minister of Justice of the Republic of Lithuania.
Married, with one daughter who is a student.
